ENTRY/RETURN FROM ABROAD TO ITALY - WHAT TO DO?

OBLIGATION to COMMUNICATE YOUR ENTRANCE to the PREVENTION DEPARTMENT

From 31/08/2021 until 25/10/2021, pursuant to art. 50 paragraph 2 of the Prime Ministerial Decree of 2 March 2021 and its subsequent amendments, additions and extensions, of the D.L. n. 52 of 22 April 2021 (converted with amendments by Law No. 87 of 17 June 2021); of the DL n. 105 of 23 July 2021, of the Ordinance of the Ministry of Health of 29 July 2021, and of the Ordinance of 28 August 2021, all those who enter the Province of Bergamo from a foreign country, if subject to the mandatory measures of surveillance and health quarantine, have the legal obligation to inform the Prevention Department of the Bergamo ATS - click HERE

NOTICE THAT:

- even if pursuant to art. 50 paragraph 1 of the aforementioned Prime Ministerial Decree, the localization form or dPLF - digital Passenger Locator Form / self-declaration to the carrier upon boarding and to anyone appointed to carry out the checks has already been submitted, the communication to the Prevention Department of the Local Health Authority competent for the territory, except for the exclusions indicated above, remains OBLIGATORY and its failure to transmit it constitutes a violation sanctioned by the terms of the law;

- communication to the Prevention Department, if mandatory: in the case of a family unit / groups, it must be sent to / from each member including minors;

- for transit only from Orio al Serio Airport, it must not be given to ATS in Bergamo, but to the Local Health Authority responsible for the final destination;

- for the purpose of entering the national territory, children under the age of 6 are exempted from carrying out the molecular or antigenic test and therefore from the relative certification - green pass;

- in the event of the onset of COVID symptoms, there is an obligation to go into isolation and to report this situation promptly to your doctor / continuity care doctor (formerly on call) telephone 116117 (active from 8 pm to 8 am on weekdays and 24 hours a day on holidays and the day before holidays) or the number 112 (Single European Number for Emergencies - NUE).

 

As better described in the official pages of the Ministry of Health and the Ministry of Foreign Affairs - Viaggiare Sicuri and the Lombardy Region - Entry into Italy, subject to modifications and additions, the general Italian regulations for travel to / from abroad are contained in DPCM 02 / 03/2021 in the Ordinance of 29 July 2021, partially extended until 25 October 2021, and in the Ordinance of 28 August 2021 in force from 31 August to 25 October 2021. The aforementioned provisions and regulations identify, as specified below, five lists of countries marked with letters from A to E, for which different measures are envisaged as specified in the sections below (to access the information click on the list / country of interest).

 
GREEN PASS / COVID GREEN CERTIFICATION

With the Decree of the President of the Council of Ministers of 17 June 2021, the COVID-19 green certification was approved which, from 1 July, is also valid as an EU Digital Covid Certificate and can be used to facilitate travel within the Union. European and Schengen Area. All the countries of the European Union and the Schengen Area are working to adopt national certifications which, in addition to being usable on their respective national territory, will be valid as EU Digital Covid Certificate. All the information on what it is and how to obtain the COVID-19 green certification in Italy can be found on the dedicated government and corporate portals: COVID-19 green certification (dgc.gov.it) and in the relative FAQ section and on the home page of ATS Bergamo.

 

ONLY for travelers who have been in the 14 years prior to entering Italy in the United Kingdom, Japan, Canada, United States and Israel, as detailed on the website of the Ministry of Health at the dedicated LINK and by the circulars of the Ministry of Health no. 34414 of 30/07/2021 and n. 35209 of 4/08/2021, the Italian legislation recognizes the equivalence to the EU green / green pass certifications of vaccination, recovery and negative outcome certifications of tests using swabs issued by these States, as long as they respect the contents and methods of drafting specified in the circular callback.

This equivalence is recognized for the purposes of entry and / or their use on the national territory as defined by article 9 paragraph 10-bis, of the law decree 22/04/2021 n. 52 as amended by article 3 of law decree 23 July 2021 n. 105.

! ATTENTION !

As defined with the referenced circular no. 35209/2021, Italian citizens (also residing abroad) and their cohabiting family members, regardless of whether they are registered with the National Health Service or with the SASN (Health Assistance for Navigating Personnel), as well as all subjects registered for any reason in the Service National Health Care who have been vaccinated abroad against SARS-CoV-2 or who have recovered from COVID-19 abroad, may request, if they are already in the province of Bergamo, the issue of COVID-19 green certifications for vaccination or recovery, issued by the national platform-DGC through a digital form available in the dedicated section on the home page of ATS BERGAMO - LINK

by clicking on the item at the bottom of the page: Did you find what you were looking for? ..... No, I have verified the above, BUT I have NOT found the solution (click here to enter the data and ask for support from ATS) and indicating the reason for the right to certification as follows: - I have made 2 doses of vaccines; -I had a dose of the vaccine within one year of recovery; -I got a dose of vaccine and then I got sick with COVID; - I have been healed for less than 6 months; - I've had a negative swab in the last 48 hours.

COUNTRIES ACCESSING WITH EQUIVALENT CERTIFICATION

It is possible to enter Italy without the obligation of fiduciary isolation and health surveillance for travelers departing from the USA, Japan, Canada and Israel if in possession of the certifications issued by the respective countries, which can be presented in paper or digital format, in compliance of the requirements established by the circular of 30 June 2021 on equivalence certificates of vaccination and recovery. Following the order of the Ministry of Health of 29 July 2021, the United Kingdom of Great Britain and Northern Ireland (including Gibraltar, the Isle of Man, the Channel Islands and British bases on the island of Cyprus) are included in LIST D.

Travelers from these countries must therefore: - complete the dPLF; - make a swab within 48 hours before arrival in Italy; - undergo 5-day fiduciary isolation;

- swab at the end of the 5 days of isolation. With the exception of the compilation of the dPLF, which is always mandatory, the other measures can be waived if the subject falls within specific criteria. See the exceptions section.

Certifications issued by the health authorities of the United Kingdom of Great Britain and Northern Ireland (including Gibraltar, Isle of Man, Channel Islands and British bases on the island of Cyprus) are equivalent to those of the European Union for access to activities and services on the Italian territory such as indoor restaurants, museums, cinemas. They can be presented in paper or digital format, in compliance with the requirements established by the circular of 30 June 2021 on equivalence certificates of vaccination and recovery.

LIST E: Rest of the world, i.e. all States and Territories not expressly mentioned in other lists or in specific ordinances.

 

Specific rules have been adopted for Brazil and India, Bangladesh and Sri Lanka. For these countries it is not possible to apply the same conditions provided for the countries in List E (see Sections above).

Please note that except for travelers entering from List C countries and Canada, Japan and the United States in possession of Green Certification - European Green Pass, for all other travelers from List D and E countries, not there are exceptions to the obligation to communicate entry to the Prevention Department of the Health Authority territorially competent for the final destination. RESERVATION AND EXECUTION

If, pursuant to current legislation on the subject, as better specified in the sections above and as far as the territorial competence of ATS Bergamo is concerned for the final destination:

-the mandatory tampons upon entry from BRAZIL to be carried out at the competent Local Health Authorities, within 48 hours of entering Italy, if not already carried out upon arrival at the airport, port or border place, must be booked at the three Local Healthcare Companies according to the booking / direct access methods reported by them in their respective LINKS:

 

-ASST POPE GIOVANNI XXIII BERGAMO: click HERE with the clarification that the exam must be booked directly by users by contacting the number 035/2676161, active from Monday to Saturday from 8 to 12 and from 14 to 18.

 

-ASST BERGAMO EST: click HERE specifying that reservations can only be made through the SolariQ APP (downloadable from the Apple or  Google stores).

Only end-of-quarantine swabs for return / entry from abroad.

Pursuant to the ordinance of 14 May 2021 (entries and re-entries from CDE-Brazil countries, see dedicated sections), until 30 July 2021, persons from these countries to whom ATS Bergamo has applied the quarantine measures for which the '' obligation to undergo an additional molecular / antigenic swab at the end of the same (to be carried out not before the last day of quarantine as required by the ATS provision), they can book it:

-at the three Territorial Social Healthcare Companies according to the booking / direct access methods indicated by them in the respective LINKS above, without home restrictions and for the execution of molecular swabs only and upon presentation of the quarantine provision issued by ATS;

-at your own expense and NOT refundable, at other facilities authorized to perform both molecular and antigenic swabs. It is possible that the user may also contact his / her doctor for the rapid swab. In order to comply with the obligation, the reports of the tests carried out using molecular or antigenic (rapid) swabs are also considered valid.

REPORTS

The swab reports for all citizens residing in Lombardy will be published exclusively on the FSE (Electronic Health Record) - click HERE

For citizens residing in other regions and foreign citizens, the results of the swabs can be requested from ATS di Bergamo exclusively by sending an email to the following address tamponi.covid19@ats-bg.it specifying in the subject: Return (indicate country of origin) and in the text: name surname, date of birth, region of belonging and telephone number of the person who carried out the swab.

On the national territory there are measures differentiated from Region to Region, divided according to four risk bands (red, orange, yellow, white).
